It's ALL illegal EVERYWHERE in the U.S. under the Clean Air Act, so it doesn't matter. Just because your county doesn't E-check, doesn't mean it's legal to take cats off. Or tune your engine, or replace your intake, etc, etc.
How the Z stacks up to the Supra:
Old platform
Lesser build quality
Heavier (most likely)
Less torque
Longer gearing (6MT)
Open diff (Sport version)
Narrower tires (sport version)
Tiny brakes (sport version)
Shitty suspension (sport version)
Cloth interior (not Alcantara, cloth)

Enzo as a pup with my STI
My biggest boy, Enzo, was 186 lbs when he was showing. They don't fit in the Supra lol. My 3 month old pup went for a ride and she barely fit. I have 4 Danes at the moment and they have a Honda Odyssey all to themselves they travel in lol.
All that, plus RWD. I had a Championship White Honda Integra Type R, with the proper red Recaro interior, and it was fantastic, but after owning RWD cars like the Supra, RWD is just better.
