Not really, I bought it from @TommyGSpeed recently and we did it over the phone. I provided him my VIN, then I had to activate the license he was trying to transfer, from my end. Whole thing took just a few minutes
The whole revert back to stock thing is true tho lol. It basically purged his account

Unsure if you can use a license from a different car/model.
But here is a resource I came across.
FB group, my request to join still pending, no idea what's inside.
