TLDR: The PS4S is better for warm weather performance, DWS06+ is better for cold weather performance, rain, and snow.

The PS4S is going to be better for performance in the summer. But it is not suggested to use the tire below 40degrees Fahrenheit. Summer tires in general get really hard when it gets cold out and don't grip up anymore.
In comes the all-season.

The DWS06+ is going to have better performance around 50F and below, and have a much lower safe operating temp. It will also be better in rain, snow, and Mud in all temperatures. These are also M+S rated, which you may need in some midwest or west states.

Been running these from 4 miles to 2500+ miles on the car now. Absolutely love them. I drive the car in all temps (NH) and they’re great in the cold! Even been stuck in light snow before without issues.
