Can't be "Sold" until the 22nd (as in reported sold in Toyotas system). Doesn't mean the dealer couldn't keep a dealer plate on the car and do all the paper work already for the customer. Not saying that this has ever happened ;), but nothing stopping them from doing it.

I wouldn't make plans to see many of them either, was told couple months back that they are going to be very few and far between ( like less than 100/yr for the whole USA ).
Consider yourself lucky then, get close to Chicago and dealers there will start negotiations on some models at $1500 under invoice. Yes there are other ways to make a profit, fully aware of that but doesn't make it any easier when you start in a hole.

Yea I don't have any info about Texas as Toyota allocates the cars to Gulf States Toyota then GS allocates them to the dealers in that area, so completely different way of doing things. So far it has been region by region one by one I guess it will be soon.

I've never heard of a dealer getting fined for marking up the price, not by Toyota or the state. Also remember that most dealers are losing money selling Camrys and Corollas so having a chance to actually sell a car at MSRP is an unusual thing these days.

In the Chicago region the dealers were told that Phantom Grey orders would not be accepted as they expect very few (example given was maybe 1 for the year for the entire region). That is why they told you they wouldn't be able to fulfill that order.
Not yet. As of today there aren't any allocated to any dealers in the nation. I'd imagine that might change at some point in May but not 100% sure. I have been given a pretty steady response for when they will be here, August (might be end of July in some areas, might be September in others).
