Just part of the manufacturing process. You'd be surprised about all of the numbers and random things wrote throughout that you're not supposed to see. It's an assembly line it's not door 6 for hole 6 etc. Could mean a variety of things for quality check, inspection etc.

It's not going to be any more expensive. It's not like two different services. Still need an unlock to get it cloned. If a donor ecu comes available I just get it cloned.
