Toyota/Lexus have made cars at a loss in the past a la LFA. Just to show they can and to bring attention to them. Bringing the surpa back puts their GR division in the spot light. Now look at all the GR models there are and the more watered down GR Sport models now available.
Personally...
It's only "special" in the US. Other markets already had it as a choice. But special models sell in the US, so milk the consumer first year. Then available after. Same with the launch edition red seats.
Financial incentive is in regards to Toyota making one or not.
It was just a concept they got a shop to do. They also had someone make a center exit exhaust which hasn't materialized on regular models yet either. Concept doesn't have to come to fruition.
You should put your name down elsewhere now. If this dealer you are working with now doesn't get one because of production by the time you find out other dealers will also probably not get many either. If you want one go put your name down and not wait.
I bought it because it was HKS lol. That alone was worth it for me. Yes it's a stupid reason to buy. Overall quality is good I think. Welds were good. Not sure about it fitting stock exhaust I put it on my already installed HKS exhaust. But people have installed the hks exhaust onto stock...
They aren't going to prioritize your spec or reach out to other dealers for trades. Basically what @Keelhauler said you wait till your spec or close to gets sent to the dealer. Not by their choice.
Plate holder area (front bumper) is fine if you aren't right. Behind another car. Fenders and rocker panels will get destroyed if you don't have mud guards and/ or PPF. The curved in design catches a lot of rocks.
