No, that's not what the manual says. The manual says lock the doors by pressing the button once. After the doors are locked, hold the button to close the windows.

Interestingly, the 44890-WAA02 I received is made by a different manufacturer than my original emergency tire pump and doesn't support the goo canister. It's also made of a crappier plastic: Anybody know the part number for the original North American market emergency tire pump?
