How are readings pulled on this? Is it Bluetooth? I’ve seen some instructions showing the option to plug 0-5v wire into a JB4, is that what this does?

Yes you connect to it with your phone on Bluetooth . You just need to download the Fuel-It app. I think it costs $30.
