Identify part on Innotech Exhaust

Hey all, recently picked up a IPE Supra Exhaust with a resonated front pipe. I see these two little holes on the front pipe and am wondering what they are?

are they for the GPF/OPF?

i am in New Zealand and can confirm we do not have an OPF from factory so if i run this exhaust, would i just find some bolt to cover it up? Or can I just leave it
