That looks like a deep paint rub from something white? I'd try a no grit rubbing compound or alcohol first and see if it can be buffed out. Don't want to leave a worse swirly scratch.

Try soap and water. Then go diluted isopropyl alcohol.

Have you tried wiping it with a wet cloth?

Hard to tell but if you can feel it 'gritty' with your nail and the plastic is scratched, will be very hard to fix.

If it's some kind of dirt, personally I'd start with just a wet cloth, then move to a very mild all purpose cleaner, and only then onto something like alcohol, you don't want to stain/fade it further.
