Can anyone recommend a good powder coating shop (for stock wheels) in LA/OC area?

If you want good quality work and willing pay $ - Wheel Repair Specialists in Santa Ana. They do proper work and I’ve had nicer aftermarket rims repaired and powder coated there over the years. Comes out perfect every time. Probably going to be $300-$350 a wheel and you will need to leave your car there or get loaner wheels. I’ve taken my wife’s Range Rover wheels there for repair work recently.

If you don’t care about the stock wheels and want to save $, B3 Garage does ok work… by ok I mean you might need to have them respray a wheel, just inspect when you pick up for blemishes and they offer free resprays for bad work. I don’t really care about my stock 19s and plan to go aftermarket eventually, so I went this route and got it all done same day for all 4 for just under $700 with no blemishes.
