From what my corporate buddies have told me, no, no targa top coming, 23 is the last and final year of the MKV supra.

This is a pretty simple process just have to see if the place will do it properly and keep your exhaust valve (doable) or just cut and straight pipe, then you loose valves and throw a soft code if its not plugged in. but it is not a huge increase in sound, def worth doing, but if you want...
