Good point, I missed that tiny annotation above, but 2 things I also see:
1. as I tightened with a small torque wrench to the provided specs in my tpms, the tighter it got, it did push past that tiny black ring you note in the 2nd picture.

I used the pre-programmed ones from ebay and they worked flawlessly for the most part. Might be worth a try if you can't get that one to fit?

If most of the scratches are in the polished portion, you could probably use any light polish and a light polishing pad since you don't have to worry about removing the oxidation.
I WILL say that the area I polished on the polished portion came out mirror-like and really nice.
All I can say is that I used chemical guys light polish and a light (white) polishing pad and it removed the blue burn from one of my tips.
So don't do that
