I think they made up for some of that labor on other things. Like 360 in labor to install strut braces, intake, and a jb4 haha. I have the eventuri intake, and it took less than an hour for me to install that and I'm not a fast mechanic by any means.

This is easy. you need to get your dme bench unlocked. Lots of places state side can help you out. You must have had one of the early software dme where you didn't need an unlock. The software with the recall puts the car in a state that won't let it be tuned until its bench unlocked. I think...
