It's because less people will refund if they only get the refund by relocking their DME. It wastes the customers time and money to do this - while also giving Keis at least some revenue. Standup would have been a partial refund to the customers for their wasted time and shipping costs.

Their customer support stated that their unlock does not work with BM3 and MDH+.. So I'm wondering what exactly their business model or expectations are here. $250 for an unlock is awesome but requiring a 5k tuning tool is out of the question and makes this not viable.
