Try putting the steering wheel back to stock and see if that clears. if so, you have an issue with that CF steering wheel. if not, check connectors for mis-contact. with the information you've given, I can only guess that car is not reading your steering angle correctly.

Bench unlock is for almost all GR Supra whether '20 or '21. (I've heard a report that very early models didn't even needed bench unlocking but cannot confirm) However, ECU dated in June (still unclear but some time around 6/7/20) and after is hardware locked and cannot be unlocked at this point...
