Throttle closes based on going over target load, not boosty. Sometimes, going over boost target causes it to also go over load target. Remember, it's load/torque based.

Ecutek doesn't have OTS maps. BM3 or MHD offer OTS maps and would be exactly what you are looking for.

Have you tried "forgetting" the adapter from the wifi iOS screen and deleting the BM3 app, reinstalling it and also hitting "reset defaults" in the About screen? Sometimes the BM3 app just decides to stop working for me and I have to do those things. It's annoying but it doesn't happen very often.

When you go to the wifi adapter menu item in the BM3 app (after hitting the circle on the launch screen), does it come up as connected to the adapter? That is how I know it's connected to the adapter and shortly after you will see the icon in the top right turn green. Sometimes it takes awhile.

Are you able to connect to it via the WIFI selection in iOS?

Make sure you aren't connected to carplay. In fact sometimes you need to delete the phone from the car. I actually am fortunate enough to have a second iphone I use for BM3. Also, some people have luck forcing the IP addy, but I never did...
