It was likely actively removed if you really want to get annoyed about it. Other BMWs with the same iDrive and the same HVAC controls have this. So extra work was gone into making it not there.
Sorta the opposite of lazy design; it's actively "bad."
There is obviously no "tracker."
There is a cell modem as stated above. And a GPS receiver. These two can provide the location of the vehicle remotely.. also obviously.
Disabling either will certainly throw some errors as well.
