Stock Wheels - Factory Painted or Powdercoated?

2020 Premium Supra with factory wheels - the two tone black/chrome version. Are these wheels painted or powdercoated from the factory? Asking because I am trying to buff some marring and swirls out of what appears to be the clear coat, but they are very hard to remove. Usual swirl remover and techniques don't seem to get the swirls removed like it does from traditional clear coat on a panel.

I think it is painted. Are you trying to remove the dealer induced swirls in the silver/chrome looking finish? It won't come off on mine.

I had SSR wheels in the past that had a similar brushed/swirl look in the polished lip. Never came off on that wheel either. With enough sealant the reflection helps hide the swirls. I mean you can't see it while you're in the car or driving .. hope that makes you feel better cause what you can't see isn't there.

They are painted. I sanded mine down before panting and can confirm there is clear, base coat, and primer underneath.
