It seems every time it rains and I drive with the windshield wipers on, and I give it gas - not too hard mine you - the pedal seems non-responsive until almost halfway down, and then it gingerly pulls away, builds, and makes power as normal - the VDC light does not come on, but the tires never start spinning to begin with. If I turn VDC off it roasts the tires immediately.

my question is: does turning on the wipers cause a more sensitive setting to VDC?

A more scientific approach would be to drive with the windshield wipers off, rather than turning off the VDC. Do this then see if the tires start to spin as you drive.
If it behaves the same, it's not the windshield wipers causing you an issue, it's the rain.

The VDC is a safety feature first and foremost, if it's non-responsive in the rain its because the sensors are constantly measuring the traction as you drive and determine how much power to give you, given the conditions.

My car will cut power a lot without flashing the traction light, but during times when it would normally slip, generally 1st and 2nd gear will feel like I have 100hp, but when I re do the same pull in the first traction mode, it'll pull like normal and spin. Its the traction control, the wipers are just a coincidence.

I woke up this morning and it is still raining, I turned off the wipers and it acts the same.

the thing is I press the pedal (say 1/4 way) and the car doesn’t even try to spin the tires, it just feels like a limp mode for the first couple seconds, then power builds rapidly like normal.

oil is at max.

I would say that is normal for the car in the rain. That said I don't drive my Supra in the rain so don't know whether my wipers even work.

Ok I did test it at the dealership before purchase..
