It has to do with the cars voltage monitoring or IBS (Intelligent Battery Sensor). Charging directly at the battery can be very bad for that system and cause damage. YMMV From the Supra Workshop Manual

If you hold down one of the distance setting buttons for active cruise control, it will deactivate the radar turning it into regular old school cruise control. Hold down one of the buttons to reactivate radar. Don’t think that’s in the book but I honestly haven’t checked
