Not sure what tune you had. But with MHD (I think also just the jb4) I could click the BC button and then push up or down my cruise control stick and it would open or close my exhaust

Are you connected to wifi with Bluetooth and cellular off? All apps closed out? have you turned off your radio, make sure hood and doors are closed. Air conditioning is off. All items such as cameras and radar detectors are unplugged?

Your option now is the JB4 custom tune unless you plan to pay to bench unlock your ECU, then I would suggest a good custom tune with ecutek If you don’t want to spend that amount for the ECUtek route, I then would suggest BM3 as you can sell your license down the road when you part out

I mean in order to utilize a turbo upgrade you’ll need port injectors, trans rebuild, upgraded fuel pump, re tune, upgraded axles, etc… basically comes out to 15k to 20k ??‍♂️

You need to find something like this picture. The BTLD line and down should have 1s as shown. If those are replaced with 2’s, you’re locked.

Just check to see if your locked or not. I know MHD had a quick check. The recall flash takes 45 minutes. So if the dealer was physically working on the car at some point for 45+ minutes then check service records to see what was done.
