Honestly seems like a skill issue. My front bumper PPF does not have any of those strange cuts. $1650 USD for complete front end (bumper, hood, headlights, mirrors, fenders, A-pillars)

Maybe it's state-dependent, but I've been told it's cheaper to insure a salvage title car. My coworker does that and the insurance covers liability only.

For your use case, not really. An aftermarket intake manifold will already provide you with ample cooling benefits. Some might say just add PI while you're there. The LPFP would be the one to consider upgrading at increased power levels.
$9/gal for E85 is steep as hell. For reference, it's typically less than $3/gal in CA.
Agree with you that getting a 93 tune with a turbo is a better route.
Wouldn't recommend trying to add Everclear to your tank
