It needs a bench unlock, like late model 2020s do, but if you don't want to ship the ECU out to get unlocked you can get it remote unlocked where the tuner sends you the necessary equipment and remotes into your computer to do it (that's what I did).
You can start by checking the driver’s door jam. If the car was built before 6/20 then obviously the ECU was too so you can stop looking. If not, you’ll have to pull the ECU to look at the sticker on the side of it (there are plenty of how-to videos online, it takes about 5 min).

An ECU being "locked" is referring to being unable to reflash it as part of a tune. Coding is a completely different process that has nothing to do with tuning or reflashing the ECU.
