as long as car is well maintained and mechanically sound, it's good to be on the track. I always recommend to bring the car as is (stock) to get baseline. Then figure out what to be upgraded.
you could buy one from harbor freight for about $35. it's better to have it but there are other creative ways to get around like others said and dozens more..

yes. mine still stays in the box for past 3 yrs as well. however, if your box is pristine and all vinyls are sealed, price could go up. mine has crease so i will build it some day but not to that detail.

I can only speak from my experience since you mentioned DTC-60 & HP+. I used to use DTC-60 and it does brake much better than stock. However, it will not brake hard enough that your chest is compressed onto seatbelt and your eyeball is about to pop out like some cars such as ZL1 or performance...

run the test with front with stock and rear with new set see if it works or at least goes up on %. and run with other combination. trying to see if only 1 or 2 is bad or all is bad. if all is bad, you might want to get Huffington set.
I believe it should be Huffington or compatible. does it at least try to communicate? or does percentage goes up? if % does go up how far does it go? do you still have original TPMS? did you try using them?
