That date is 99.9999% going to be locked.
Everything is locked via OBD (right now) so we can't check my software version numbers - like we have in the past.
There is a way to check if it's locked, but not anything you can do on your own with the tools you have.

Yes, it'll always be unlockable unless Bosch gets their hands on it and reprograms it - which isn't happening.
Some updates can be unlocked remotely.

The dealer can wipe out the unlock on the less expensive service, leaving you back to square one...sending the ecu back out and paying all over again.

If you trust the company, then I would say go for the OTS map - to hold you over.
For example, the OTS maps I sell with our EcuTek Kits produce less boost, and have a softer ignition curve. It's designed for flash and go - nothing to verify. It can be installed and no one has to worry about...
