This is news to me, unlocked and tuned getting flagged at the smog station. Before they would just send you a notice to retest at the state ref. So curious to know the story behind OPs smog test.
You can ask them to do the data comm recall if you haven't had it yet. That would update it to OEM spec and lock it again.
BTW why do you need smog in California? Isn’t it too early for that?
You sure the shop didn't do it? Only way I can see this happening is if some one hit the engine cover really hard when they were trying to mount the cover back on...
