Correct, at least so it seems. I haven't seen an image of them as of yet, but I also don't really care that much about the mirrors.

they're not pedestal mirrors according to what he said; they are attached to the triangular window support trim as always, but are also more bulky and not the ones seen the mules and production proto.

Even if development started a little while ago, the manual would be nowhere near ready for deployment on the 2019 release date. That said, hopefully there is some credence in what the article says and that they are developing it vs just keeping under consideration.
It's a true statement based on research in this case, but the caveat is that it wasn't that the people polled didn't care about manual, it was that there were more important items requested with that one being nowhere near the top of the list.
