There shouldn't be a VIN prerequisite, as is the case with the Nissan and Mazda programs. VINs are generally only required when buying specific parts for limited production vehicles because spares are low quantity from the get-go.
Examples would be stuff like A70 Turbo-A and LF-A.
That doesn't change the fact that you should buy as much of whatever you need as possible on release. Nismo has always been super committed to the heritage of the Skylines and older vehicles, so that program will likely continue on for a long time IMO, and Mazda can also can be said to be a company very aware/proud of their past.
Toyota though, has been sort of out of touch and appears to be doing this only because of the A90 and not wanting to lose face to the former two. In other words, their motivation is questionable. That said, Tomoyama-san (head of GR) owns a CFRP A80 and a few other Toyota guys higher up own them as well, so maybe they just needed a good excuse to get the ball moving.
