Do Eibach springs come with coil sleeves?

Hello, I received a set of Eibach springs that I had ordered for my supra. Only one spring has a sleeve on the coil (to help reduce noise). Is this normal? For those who have installed Eibach springs, did your springs come with coil spring sleeves? Thanks.

I just purchased and installed Eibach Pro Kit ‘Z4’ Springs and they do have the insulators (top and bottom) on the rear springs. These aid in eliminating spring chatter.
