Engine coolant reservoir cap not coming off?

When I went to start my car up today, I got a message saying my coolant was basically empty. I thought that was odd since I just purchased the car, so I checked one of the reservoirs and I can see coolant basically to the max. When I went to check the other tank, I can't seem to twist off the bigger cap. It loosens and then tightens right back up.

Can anyone offer any helpful insight?

I think you need to just put some force into turning it. Mine was like that and had dry white stuff on the cap which made it harder to take off. I cleaned the white stuff and replaced the cap which reduced the coolant loss over time and it’s easier to take off now

It's the rubber sealing sticking to the tank opening. Takes some force to overcome that if it's been on for a while esp. I always use a slight smear of rubber grease on the oring and the tank opening. Just a smear.
