Tire rubbing ?

Hey guys, the one that I am pointing at in the video, is that rubbing ? Brand new tires (little dirty I need to clean em), I don’t hear any rubbing when driving, also checked fenders and they seem to be untouched or no sign of tire residue on them, could it just be when I hit a bump or when it fully compresses? Or could it just be that it’s brand new tires and it’ll go away when washing
