Has anyone heard of this? Seems way too cheap to be good, but $,1200 for a steering wheel also seems a bit excessive.

There are other ways, lol.. but they're all around that $1,200USD mark, if you factor in an OEM core.

actually for forum members my leather/carbon wheels start at $799 shipped, with the oem core, and no core trade in required either, airbag covers, carbon trim and paddles are extra but if you are looking for just the wheel core, while it is more expensive, it isn't $1200, and frankly the safety aspect in my opinion is worth it.

Sorry. That's $1,200AUD. I stand corrected. And yes, I agree OEM core all the way.
