No washer is called for, nor included.

Where this started was someone (perhaps Hai Tran?) indicated since the parts were metal on metal, he added a washer to prevent potential scratching/paint damage.

The OEM 2021 does not have any washers at all and I did not see any paint damage. I used the nylon just in case.

I agree the bar is not supposed to move which is why I asked what torque people are using. I'm wondering if they did not tighten the bolts enough.
The torque I used was the specs given by blitz

Did you consider using a thread locker?

Since the 2021 uses one (it’s yellow, I was unable to find exactly the strength but I would estimate it between red and blue considering the removal resistance) I figured it was a good idea.

I ended up using a metric Fender washer for an 8mm bolt placed between the strut bar and the strut tower. The washer covered the strut tower area completely. I selected a metal washer because it will not deform while under shear stress. A nylon, rubber, or neoprene material will deform and allow the strut bar to shift/move.
My strut bar hasn’t moved. I was preventing metal on metal grinding
