The GTE VVTi 2JZ’s had that setup too, no? Everyone replaces them when doing swaps.

Right, just like the rest of us mortals. No one buys a new-er car to swap in a 2JZ into. 99% of the 2JZ swapped cars are pre-OBDII chassis’s. I think people throw “2JZ swaps” out there too loosely. It’s not an easy task, and even harder when emissions is thrown into the mix.
