There's a bunch of technical reasons. And there is plenty of need for a standalone.
Standalone is going to cost more than just unlocking unless you're trying to be incredibly competitive.

All cars are different, all fuel is different, all elevations are different, JB4 is already 'cheating.' It's nearly impossible to get a good OTS map for a piggyback tuner at all.
'Master tuner' from ECUTek is just the licensing fee. Anyone can pay to be a 'Master Tuner.' IT gives you the base maps for all of the ECUTek platforms.

Every kit is a continental ethanol sensor, some wires, and a little bit of fuel line. The Fuel-It includes a Bluetooth module and an app. Visconti's includes the Zietronix CANBus module and an optional gauge. The kits aren't anything special except for plug and plug.
