Exhaust Install Question

Is the hanger (5) and the bracket on the mid pipe suppose be snug and sandwiched together? Or have some give?

The nuts and bolts should be snug.

Okay. Something was keeping it apart then. Number 5 wasn't touching the bracket and the bolt sheered right off. I'll have to see if something was angled wrong.
