Or maybe they were working with Femto/Russia and that was related to their evidence of having hacked the CPU and then they got scared by the cost and effort to ship ECU's to Russia and back.
Total conspiracy on my part but if they had found a way to tune the car without the Russia angle none of this makes sense as they would be leaving money on the table.
