This is actually very common in Europe and some Asian countries with tight roads, mainly has to do with not enough space for a typical "tow" truck. Main limitation of this is possibly limited by max lifting weight, cost of equipment and additional training required.

Yea this is common practice in the EU. This is also how they get cars onto flatbeds at the Nurburgring.
