Stolen from reddit, but confirming it works as I got my code for my 2022. Limited to 22+ models.

Goto the site, scroll to the bottom and fill out the contact form, "have not received NASA program information" and enter the fields.

Apparently codes are tied to the VIN and if that VIN never used the code you can contact them to get one.
edit: maybe don't mention you're the 2nd owner and maybe put the "date of purchase" close to the vehicles in service date... ?

I bought my Supra from one of the Las Vegas used car dealerships and was still able to get the NASA HPDE weekend covered. As long as the car was originally sold with the rebate and it hasn’t been redeemed, you should be good. I just had to call them with my VIN and they confirmed it hadn’t been used yet, so they let me sign up.
