Not sure what the exact issue is with your horn maybe a connection problem or a blown fuse but your mechanic sounds like he's got no idea. All the OEM parts are transferred to the new wheel which in reality is only the wheel rim and a bare centre core structure. Maybe the horn wasn't working...

If you haven't even looked at the pad then you can't say difinitively"no actual damage to the car" The only way to tell if you've damaged the car structurally is to at least look at the pad and see if it's been punched up into the body shell structure to any degree.
