No, not every final edition has the GR bar. Seems hit or miss (I have seen some that do have it and are not the GT4 package). My FE purchased new in December did not have one, just the regular silver bars

The black plastic parts that the bumper screws to on the sides can be adjusted. They can rotate to fix this problem so you can get the rear part of the bumper higher so its at the same angle as the hood.

Rotors are substantially bigger - this is more about thermal management rather than stopping power, and it was in the parts bin so about the least they could do for the FEs
Are you talking about replacing the fenders or installing fender flares? Those are 2 separate things, you said flares in your original post, but based on this I'm guessing you meant fenders
I some how got 2 with my '26. But of course both are slightly too big to fit in the glovebox (you can cram it in if you want). I thew one in the pocket behind the seats.

If the manufacture won't supply them, you are probably going to have that made by someone with a lathe. It's very custom as you are finding. Get all the measurements (you are missing several, like the total length, length of each shoulder), put in in a simple diagram and someone can turn one up...
