You will need to talk to your tuner and see if they will re-issue a license. You will likely have to use the unlock tool to revert to stock in ecutek and then use bootmod3 to re-lock the ECU. After that you will need a new license to be distributed. Talk to your tuner. They should have info for you.

You could also possibly downgrade to the newer Pure700 which has a smaller turbine. This would be cheaper than a whole new exhaust. Although it might not be enough. You should get nearly the same power, and some better throttle response.

We can rig custom maps to make flames happen on map switch. I can find some vidoes of stuff ive done previously with EcuTek. But the anti lag that ecutek is designing is efficent and doesnt typically throw massive fire bals like a stand alone ecu
JB4 wont fix the check engine light.
As for bmw tuner. Some have the hardware to do it, some do not. Most places that are BM3 tuners probably wont have the tool. But some tuners can flash straight to the ECU. You could also mail the ECU out to have it unlocked.
There is no word as to when and if these will be unlock-able via the OBD port. I am sure with time it might happen but I haven't seen any news about it. I am able to bench unlock these but I am in the US. ;/
