For pre 6/2020 ecus that get locked, you just need to get it bench unlocked. No Femto needed.
Mine also said bench unlock needed but It didn't. Did you do the recall? If not, pretty sure you do not need a bench unlock. Even now, the app tells me I need a bench unlock, however I have flashed my ECU at least 30x at this point.

Yes, the CVN number will change when any changes are made. You modify one table, CVN changes, modify another, CVN changes.
There are ways to force a CVN that never changes but I wouldn't know anything about that. ;)
