I can confirm: dealerships prefer to sell local because it needs customer/dealer loyalty and added revenue with servicing, etc. To the point where the dealership I bought my car from sells MSRP to locals and mark ups to out of towners.

That just sounds like the wastegate being forced open. I've heard turbo cars with no diverter valves making that same noise. If we don't have one either, I'd assume that's what it is.
