Are ECUs VIN locked??

My 2021 is locked but I work at a Toyota dealership and someone just traded in a 2020 A91 edition...

What are the chances I could swap ECUs and throw a real tune on my 2021??

Not going to happen. ECUs are paired to the car so even if you could, there would be some programing that needs to be changed.
