Are these the boots from factory that were supposed to be removed with PDI?

hi, I just bought my car a week ago from a dealer in Alabama. Taking it in to dealer here in Oklahoma in about a week and wanted to make sure that these are the boots that should have been removed or not.

Edit: got it figured out. I went to the local Toyota dealer and it turns out they did remove them. Thanks!

That isn't a spacer. Lift the boot up some more and see if these big, brighter white pieces of plastic are present...
