Do I need a bench unlock?

This is my DME does it need a bench unlock for Bootmod3? Tuner seems to think so but a buddy did a 2019 built in November 2019 without unlock.
Now I’m confused.

04/2020 more than likely its gonna need a bench unlock. On the bright side, you should be happy to have a tuneable 2021
