Driver door handle damaged?

I'm not sure if only today I'm noticing this gray metal dome or is the driver door handle missing a piece of black plastic cover that cover over the metal piece. The door opens and closes with no issue.

must have been intended to be that way via the factory. probably because of the key access when the small oval painted cap is removed on the driver side only.

There doesn't appear to be any room for a plastic cover on the drivers side.
