I pour ice water on my tires before each run so they're cooler cuz it's better for the tire's lifespan!
In seriousness, unless you're running the $400/set econobox tires mom and dad put on their Honda Accord, burnouts to get tires to a higher temp before runs absolutely can and will make a difference. High performance "street" tires don't suddenly become bald drift tires after one or two burnouts, and if they do for you, you need to stop buying your tires from craigslist.
Now, every tire DOES have a thermal limit, but a quick burnout in a waterbox isn't gonna hit that limit. It takes some serious effort (or negligence) to get to those temps where you lose grip, otherwise there wouldn't be more than a few options for competent track tires.
